The survey and control of VOCs emission from stationary source

This plan helps the environmental protection administration to carry out the survey and control of VOCs emission from stationary source. The following summarize work that have been done in this year: (1) arranged and analyzed 277 effective stacks detected datum front of control equipments, and according these datum to draw up the stack standard and to calculate decrement benefit; (2) investigate into emission of current processes from 403 manufactures in 154 plants; (3) sort and analysis definitions issued by EU and USEPA, and proposed that a identified method of VOCs is based on it's boiling point.; (4) planed to regard including the stationary source who permitted consumption more than 50 tons of the original supplies of VOCs every year as the control threshold of the first stage for the first time; (5) according to stacks emission concentration and flow scale to establish the Square Stacks Standard and revised “Air pollution Emission Standard of Stationary Source”; (6) reviewed and checked the control standard of process emission and propose to add related rules in the draft of "Stationary Source’s VOCs Control Equipment and Monitor Management Method"(a draft); (7) distinguished 317 VOCs into carcinogen and non-carcinogen, and assessed the suitability of area concentration limit and provided the method to set up those limits, respectively; (8) estimated the standard is set in action that will have 109,800 tons of decrement benefits in advance; (9)established the related assignment, which is including estimated necessary cost of PTE, gathered and analyzed the related detection methods, collected the measuring methods of capture efficiency, and designed the related form ,etc.
